I haven't watched the episode, but going by the comments, I don't think it's fair to question Pallavi's status I'm Raghav life.
I think he love her immensely to give her the justice and closure she needs and also at the same time protect his sister.
He is stuck between 2 important women in his life, one needs a closure and justice of her past, and another's future is at stake.
Do you all think if this was old Raghav and had no feelings or importance for Pallavi, Raghav Rao will surrender for a crime done by his sister? He would have destroyed all evidence and help the family maybe, but would never have surrendered and let the truth out.
But this is Pallavi, in his perspective, agreed a crime has happen but the past can't be change, someone needs to take a blame to give justice to Pallavi, so instead of Keerti, he is willing to surrender. That shows how immensely he feels for Pallavi. I think he is balancing his responsibilities very well.
