I have this same question when virat give permission first time also.. how can he allow mentally instable sister to marry...He is a ips officer... It's illegal and invalid. So only explanation is pulkit and devi are already married and had a kid plus they are not going for legal marriage but wedding rituals..

devyani mentions how her father was with her... I am guessing from that he was an honest and righteous man.. even when virat spoke about nagesh kaka and samrat relation it showed.. Also till date, the family is known as nagesha chavans family.. all these indicate him being a good man..
