If possible she should leave, either move in with you and/or your parents or some other family or friends.

I'd normally suggest speaking to her husband first but shes 9 months pregnant and if he hasn't done anything for her by now with his mother and the family working her like a slave he's not going to do anything for her soon if ever. Right now she needs to protect herself and her child.

I think you should go to her home and you should do all the work like cleaning the entire home, cleaning the clothes of all 17 people and making biryani, tea and rotis for all 17 people. You should go there, do all job and let your sister rest and sleep till the baby comes out.
