I am surprised no one has mentioned Sridevi. It is said that in the late 80s and 90s she was paid as much as her male counterparts.

Toss up between Salman and SRK for actors. In that time period, most people would probably say Salman because he was giving consistent blockbusters throughout the decade but in retrospect/nostalgia, people would probably say SRK today. For example, HAHK was the biggest success by far in the 90s and completely swept the nation at the time but DDLJ has taken on a life of its own post release and become the most iconic romantic movie now.

Among females, it is a toss up between Madhuri and Karishma. Madhuri was a rage for the first half of the decade but she didn't maintain that same level of success in the second half. Karishma grew slowly at the start of the decade but by the end, she was associated with multiple super hit films every year. Box office would tell you Karishma but more people probably loved Madhuri.
