Of course, they won't be siblings yaar. It's rather clear that Veeranshu isn't the son of Balwant. Infact, Veeranshu as Cheel Rajkumar can control Gandhak and Balwant cannot, if he is the real Cheelraj, that creates many doubts.
As for Balwant being against women and Naagvansh well 2 reasons-
1-Cheel and Naag clans are born enemies.
That is a given.
2-It could be possible that Veer's mom is the lady trapped in that Dungeon whom Bani's gonna free. I have heard news reports that Veer's mom gonna enter soon. She was perhaps tired of her husband Balwant's evil schemes.

So that blue-eyed lady is Bani's mom in law and could be her ally besides Veer going forward.

I also think that within this Kalyug Veer was chosen as Bani's fated companion remember Veer killing Shakura with Lord Shiva's trident.Shiva is the god of Naags not Cheels so how was Veer able to hold that trident if not for Mahadev's blessings.

As for Shukla being against the clan well I think the main mastermind is Markat herself(they changed the gender huh quite confusing).This Markat is a double dholki helping Bani clear her name regarding Teer's murder yet plots against her.Also being the Goddess she's against the Prince of her own clan bcoz perhaps she fears that Veer's growing Powers would someday override her authority or grip within the Scavenger clan. That's why she wanted Veer to die within those 2 full moon nights only to be foiled by that Gandhak stone which saved Veer's life.

Veer and Bani not only are fated mates but have a celestial connection between them.

Shukla is anyway getting manipulated either by Markat or Jay.Also it was notable that Monil mentioned that he manipulated/convinced Shukla's 2 sons to take the blame regarding the grevious crime that happened with Noor resulting in her death.

So either Markat informed Shukla regarding this or he somehow came to know about the same through other sources.Also Aadi-Naagin killed his 2 sons remember. That explains as to why Shukla killed Teer or plots against VANI.

Bani is currently doing whatever she feels in her own best interest.Revenge is the only thing on her mind now making her quite the femme fatale. The Scavenger clan are no saints doing smuggling and other immoral activities including the killing of innocent women in the hunt of Aadi-Naagin Bani so they deserve what are they getting at her hands with the exception of Veer.

Veeranshu is not enticed by Bani's beauty; he loves her overall. It's a different thing, that we cannot see Bani the way Veeranshu views her.
