Yes, I agree. Both Jacqueline and Katrina's roles are variations of mixed parentage + brought up outside the country because they don't speak the language well, not because the story demands it, especially Katrina.

For the older generation its the colonial mindset and for the younger, its the admiration for all things West. Even when a film / show about a small / native man is made, they are usually shown in a bad light (serious men, scam 1992)

Hindi is not important for people whose mother tongue is some other language. There is no national language in the constitution of India. Hindi is recognized as one of the twenty two languages in eighth schedule of constitution.
But people should definitely know and respect the local language of the region. I have seen and known many people who have lived in a state for more than 10 years and cannot speak a single word from local language.
