Veer's dark side never really overpowered him but still, he completed a full circle with killing his own demon inside him which he himself had evoked in satyug and it traced him back in kalyug! Shakura was not a normal cheel! He didn't really die even. He vanished! So, mayuri saying, that these two are connected would be for shakura-veer! Shakura's chapter has ended on a cliffhanger! Hope he returns to clarify things!
True, Shakura was no ordinary Cheel. But him disappearing surely gave me mystery vibes and an open end to the character. Also, I think Mayuri referred to Veeranshu and Bani, not Veeranshu and Shakura. No, here i feel shakura was just referring that, how come Veeranshu isn't shocked that shakura is supernatural. Maybe shakura assumed that veer considered him human till that point!
