If Priti grew a spine and complained to college that a senior is harassing her he would have been rusticated as he already had anger management issues. If she did a police complain, he would be behind bars for harassing a woman.

He would have been arrested for medical negligence for drug and alcohol use during surgery. NCB would have arrested him under Narcotics prevention act. It would be unbailable for him due to his previous incidents with police.
