DDLJ doesn't define the 90s, neither K3G defines the 2000s or Aashiqui 2 defined the last decade.
They are just movies released in different decades and had the most popular song of the decade.
Tujhe dekha toh being the most popular romantic song of 90s is my personal interpretation. You might feel differently as there were many great songs which released during this decade.
