Holi, Shivratri, many indigenous festivals too. But apparently bhaang doesn't use the main part of the plant hence allowed. Basically you won't be criminally charged for bhaang cause it's part of culture.

Thats what 😆 and most places don't use stipulated legal part of the plant either for bhaang. What the Indian government tried to do is keep both sides happy. Denying sadhus their staple would be blasphemous so they can have their bit and the rest can stay illegal to adhere to the anti-drug guidelines stipulated worldwide esp the US which if remember correctly was India's model.
