Jay doesn't know that he is a shapeshifting snake but maybe someone else, possibly his parents, know. If they are not shapeshifting snakes then he is probably not their own son. Now , I think he does not have asthma attack. It is the restlessness, the discomfort that he faces while beginning to transform into a snake as he is unaware of his own truth and not used to doing it at will. To hide his true identity from himself as well as the world, someone has given him that inhaler which probably contains something magical that prevents him from changing into a snake. That's why as soon as he uses it, the restlessness is gone and his transformation stops then and there.

Sounds farfetched much? Nothing other than this makes sense to me about Jay. 😆
