It's clear that Hrithik doesn't care too much about stardom. He just wants to do films that he enjoys and take his time. In all fairness he is the biggest star in Bollywood after the Khans.

I always felt that if Hrithik stuck to action films post Dhoom 2, He would have been the box office superstar instead of Salman as he does a much better job than him. Ek Tha Tiger would have been a much better film with HR than Salman. War was proof of his action potential

I feel it's already been proven that Hrithik in action films is maybe the biggest draw in our country. He broke the opening day records with Krrish, Agneepath, War (even MK if you consider that action) and Dhoom 2 is a classic. Like you said, he doesn't consistently stick to this genre so his success comes sparingly but he's unstoppable when he does.
