Indraprasth was capital of the area Pandavas ruled, so they could easily gain the goodwill of people there and ask them to revolt against Hastinapur

Sonprasth was the area around Varnavrat, so they could again gain public sympathy there and have public revolt

Other three were border cities, with those being in Pandavas domination, Hastinapur governance would never know about any foreign attack. In that case they would be under constant threat of external attacks
