Well if protesters give all the details and appropriations, police does give permission to protest. Happens in Shillong, even when people are protesting against the state government and central government. Although last year, during the CAB protests, it turned out violent when someone threw a bottle, and since than protests aren't allowed in main market regions. And until corona, Shillong was on non corona lockdown due to curfew and bandhs.
