As far as I know that persons IP is banned n she is using VPN to make million IDs. At that time IDs couldn't be created using VPN.. I dont know now.

There are ways of banning a person who comes back from VPN. Lots of websites in world do it. Admin needs intent to protect members. If it goes to such level and still Admin isn't doing anything, you need to stop giving credit to member and start thinking of other possibilities.
