I think the best image editor you can ever find is Photoshop. Any version, I personally preferred PS 7.0 because that's the only one I had and I did my edits all my life on it. But now as I got CS5, i feel everyone has the same basic features, but it starts adding complex features in each version. For PC Editing or any editing, Photoshop is the best app ever according to me.
and if you edit in Android, I guess Pics art. and do not consider as a beginner. Just start in any app you wanna do. There is no starter's app ya❤️. I started in Photoshop, I think you can start in any app you like. Don't worry about it's complexity.

So first we start with downloading a video of the scene.
1. Then File > Import Frames to Layers
Choose the video file.
Select the second tick box of a selected range. Tap the cursor from where you wanna start and while pressing shift key drag the cursor till where you want
Tick the limit to every 2 frames option
2. Window > tick the animation tab
3. Now you've frames in the animation window below and left mein layers. You can group the layers if you want for clarity.
You can delete layers and frames. Remember, there is one layer for each frame.
Add PSDs, text, whatever.
Set the time for each frame. 0.1 seconds is ideal time.
4. When you're done, File > Save for Web and Devices.
Select the GIF option in the dropdown menu.
And taddaaa! GIF ready!
