Who is better actor: Sidharth Malhotra or Tom Cruise?

Although both have had a stellar performance or two, neither one can set the world on fire with his acting ability. There's a distinct difference between a movie star and an actor

I would probably say Sidharth Malhotra is arguably the better actor of the two. He has more potential as a character actor. He doesn't care much about looks.

Tom Cruise is usually just playing Tom Cruise, and that's fine for a good many viewers. Let's just say he's good at what he does, and he makes a ton of money doing it. He has been nominated a few times, but I don't think he's a good enough actor to win an Oscar.
