Yes Sidharth made the decision to follow through with his words.

It's not a bluff if he got up. How could he have predicted that Asim wouldn't get up?

That's your opinion that he's insecure. I think it shows that he follows through with his words whereas Asim today only claimed one punch would bring Sidharth to his knees and then did nothing. Just sat there looking down.
