Both of them have raised valid points. The patriarchal mentality doesn't just affect women but corrupts the mentality of men as well when the 'brainwashed' parents themselves unknowingly or not anchor such values, with sometimes simple actions like "Arre girls should be back home before 10 pm". Plus, 'entertainment' factor aside, you have movies - that are a significant influence, let's admit it - like Kabir Singh that aren't helping at all.
The current education system is globally more about instructing instead of actually raising awareness and instilling values pertaining to equality and basic HUMAN respect. Like Kriti said, you may see domestic violence at home and that makes a mark on you, with a woman getting beaten, or vice versa, being a normal thing. But education can make a difference. And all of this still happening, and even increasing, at alarming rates indicates that the system is clearly failing miserably.
It'll take a lot of time to actually bring a reform - seeing the effects of a properly planned and implemented education system - because the current base of thought process itself is rotten, and the majority of people (men and women) does show those stereotypical ideologies in banal situations as well, even if they don't manifest extreme behaviour like rape etc. So the least the government can do is revisit and change the laws in an effective manner. I don't know if the people who have been shot yesterday are the actual culprits but one good thing is that people are being aware that you'll actually be penalised. And that will make them think twice before doing such monstrous acts. And I maintain that death penalty (at least conditional) would be the best temporary measure to instill fear.
