Ye koi punishment hai?? . Is punishment se is saand pe koi asar hoga?? ,,, Atleast is negative insaan ko trp's ke liye rakhna hi hai then he should get a more strict warning that if he uses violence he will have to pay penalty money wise . I know this sounds kiddish but if they really want to end violence they can do that. Otherwise there is a lot of jhol.
