No. Govt are filled only by merit. In our college, the last general category person had 570 marks. In private colleges, it depends on the college. The cut off for well reputed private colleges can be above 500. Plus these cut offs aren't constant. They keep changing with the difficulty level of paper. Earlier 500+ was considered as safe side. But according to recent trends, 600+ is safe
