As for ur first question. No its not difficult for a new person to get in. I did it within a month.
Discussion on bollywood is less because
1) all that had to be discussed have already been discussed and stretched like chewing gums. You can use the search bar productively if you want to find anything.
2) no new interesting stuff out of bolly nowadays.

You just need to identify which celebrity you are fan of ( or dislike for that matter) and go from there. You will soon be a part of one circle or another.
