How can 2 brothers grandchildren marry - are they not cousins?

usually a brothers and sisters kid can marry.
But here zaroons grandfather (Fathers father) and sultanate/khaynaats grandfather (fathers father) were brothers. Does it not make them second cousins on their fathers side. And do second cousins like this marry in Muslim community?

Do explain if you all know. Curious.
