In what capacity is Gully Boy, urban? If this chap wanted to give a term to it, he could've easily said "niche" cos the Indian underground rap culture was an unexplored territory, before now.

Also, having financial pressures and suppressing dreams isn't something that happens in an urban environment. Anyhow.

I have watched the film twice and it was "bahot hard". Loved it. Can give a detailed review but I'll leave it at this.
