I am confused about her too, when Bela called her a thief, she was indignant, hurt and sounded offended as though she was not a thief but rather someone without ill intentions towards the naagmani. But then Adi showed up, dressed as her to confuse Bela and also got hit by an arrow- the masked lady had a bow so only she could have shot the arrow, if she is negative, why kill or try to kill Adi? If she isn't negative then why try to take the naagmani? - So here I feel that whole naagmani stolen story was a made up one by the naag guru to 1) Bela to understand that Maahir is her soulmate and 2) (my pov) to get Mahir and Bela immune to several snakes venom. I say this because going by S1 theory, Shivangi's mum had fed her Shesha's venom so Shivangi would never be at risk of being poisoned by Shesha's venom. I hope the writers explain all these loop holes as they are weaving up the end.
