Well your assessment is just right that due to lack of stories they move into messagbaazi and then now into sort of reboot. This is both disappointing and expected as usually forum writers are way more talented than original writers. Forum writers can still write another 500 episode worth of entertaining story in the same continuity which the original writers can't.
Don't go by the illogicalness of memory loss and media and identity. One of the consistent trp topper show have India 's biggest rockstar had memory loss and his official wife start working as his secretary but nobody in the world told him tha tor newspaper reported it for a year! That is like tomorrow shahrukh khan loses all his memory (and remember only that he is an actor and Gauri start working as his manager but no one in any party/meeting/newspaper report that Gauri is his wife. And when he have an out and out marriage with some supermodel then also no page 3 reported it that boss you already have a wife). TV world booms on highly illogical tracks so don't expect something of a semblance of logic track from IB (which is already notorious for illogical track).
EKTA did mentioned once when there is nothing new to tell from writer side for a particular pair or one doesn't want to bring in new villains in the same setting then reboot or reincarnation is what they usually do in the tracks to change the original setting and explore stories in a different manner. Though 99.99% of the times I never felt that oberois are India biggest business house but more like gokuldham society residents roleplaying different characters at the drop of hat (and their house security is worse than a normal 1bhk cooperative society building) I think writers have limited capability to write more stories keeping and showing a very rich background. Most likely they are inclined to move to middle class setting to bring in more villains, more accessibility and more twist. Because to be fair you can't put a middle class colony ka gunda or a dangerous boss or misiunderstanding of thinking a middle class girl greedy and similar cliche middle class tracks if you are already Nita ambaniesque (Anika in this case).
