Personally I never criticized Chakor for trusting Karan because for me there are no proofs that he has bad intentions maybe she should have registered Suraj's concern but I wouldn't have changed any of her actions.

Is Suraj smart or gullible? it depends on the project: if it's residential housing then he's not at fault but if it's a resort then he shouldn't have agreed, but even then Karan could argue that it'll bring a lot of money that will help develop Azaadganj.

My guess is that Chakor expected them to start with building a factory or a hospital but they'll do something else.

Anyways once Sukor gave their blessing at the party, it doesn't matter if they're part of the project or not, the villagers would've followed Karan on their own.
