Yes he was firm on this till that report came out! He needs to understand he is dealing with a chalaak criminal type who knows how to get away and how to hide! She can't be found if she doesn't want to be! She's like Maya from Beyhadh who faked her own death and got her husband arrested for murder! Just like Amy in Gone Girl!

But here Avni did it to get VR arrested! Neil's first assumption WAS right! She has run away. The first thing to suspect is why is the MS and the necklace found lying next to the body? Why was she not wearing those? Avni was wearing those. I think at that moment Neil was too distraught to think straight? But that should have been a big clue!
