Suraj has been hiding behind his slavery for long, he knows that the villagers are getting harmed and he knows it's by hyar's orders, it's about time he faces the truth. Also, Chakor came to him first, she wanted to know why the villagers were getting sick, so if he doesn't help her, she has to find other ways to know what's going on.
He already knows she's against Hyar, so Chakor informing the police isn't a surprise. I think Suraj thinks of himself as Hyar's slave, he has no identity other than this, he has no needs, no feelings, no ego and no will of his own, that's why he's annoyed with himself for being affected by Chakor and that's also why he won't feel betrayed by her. There is no Suraj, there is only Hyar's ghulam.
