Confused about Arshi Khan's arrest warrant

I just read in the news that the police are going to arrest her in the house because she painted some pakistani flags on her body. Anyways i just saw the controversial picture and first of all it doesn't even look like pakistani flag. Also why would a lawyer from Jalandhar file a complaint about this?
