1. His real agenda is hidden from everyone that's probably like the same as Ammaji n Anushka that he too wants to change Veerpur for it's betterment.

2. People will get an idea of his real game when he will interact with his sister n he is compatible with his sister only in the show.

yup it's either that girl i mean komal or he has his own, n why would he consider her as sister? i mean she is his sister, since she is his fathers own sister's daughter so she is his cousin but still his sister no?
