Why are people with mental illness always portrayed as criminals?

In movies and in serials, people with mental illnesses are always portrayed as criminals. I can't remember a single movie or serial, where a person with mental illness is actually treated as a normal person. Why this taboo and will this ever change? Not everyone with mental illnesses commit crimes. They are normal people except for the fact that their normal functioning is affected somewhat. Through this, it's only reinforcing the stigma against people with mental illnesses and preventing them from seeking help.

I think in Hindi movies they are not really portrayed as criminals BT on TV its another story. beyhadh on Sony is an example where someone who was obviously mentally ill wasn't shown properly

BT these TV writers are generally lazy and don't care about their product
