Well your question is that who is the worst doctor..I think that Muskaan and Anjali would have to tie..

This is because Muskaan only laughs and we haven't really seen her treating a patient..

And Anjali because of the way she used to behave with patients before and the propanol mistake..(I know Anjali has changed but she is still the worst doc..if you get me)..

Muskaan hasn't made a mistake as yet so I think I will go with Anjali..=]
