Why do BW make these gangsters heroes?

BW keeps showing these things on the name of artistic freedom. Gangster, OUATIM etc etc. Recent example is Raees where they made Abdul Latif a new version of Robinhood, who was secular etc etc. whereas he was never a secular person. He was intentionally involved in 1993 blast.

They distort so many things just to show their main char positive. They keep showing govt. and police as the main villain in these movies. I dont get it. Make them proper villains becoz it's what they were.

Otherwise gangster's family will threaten the director. They will not give rights to make movie as well shayad.
