What is the criteria for locking topics?

There was lot of noise made on donating to Army Welfare Fund 1 month back with BW folks promising to donate money. No such donation has happened and cant we ask when will this donation be made? How does a follow up topic on an issue pertaining to BW invite a lockdown of the thread? Which rules were broken?

Which rule has been broken?

Here was the reason given:

If and when they do, you can open a topic discussing it. I am sure they won't look at this thread and be reminded of their words.

Now take nepotism...we have two topics discussing nepotism. So will BW see these topics and stop nepotism? Why is the discussion being allowed then?

Well they let people create MIDs openly and let them keep making bashing and irrelevant post which goes on for days if not months. And here the action is so quick. I would like a logical reason for the action taken else my topic should be reopened.
