They figured he is the ideal one to use as a decoy.. to drive our imagination into wrong tracks. This is good old mystery movie concept anyway. I remember way back when "woh koun thi" came.. they show one random black guy extremely suspicious who finally had absolutely nothing. I guess this concept still rules after all these years.
