Considering the latest Plot in Taarak Mehta ka Ooltah Chashmah, The Real Thief of the Saari might be Hiralal's own wife. 😛
Like the Gokuldham Mahila Mandal, she might also have been awestruck by the Saari and since Hiralal din't permit her to wear it she stole it.
(take a look at the expression Ruby Bhabhi gave when Daya said she was lucky)
Also, Hiralal mentioned the same (that he is not permitting even his own wife for wearing the saari) to Jethalal in the phone conversation.
Chalu Pandey mentioning "chor koi kareebi aadmi hai" is also a clue.
Lets see what the show makers have in store, personally I find Daya and Mahila Mandal's request to Jethalal completely insane.
