I will not have a poll, since that is weird IMO, better than poll would be people discussing and giving names. My list would be as below(I will as add, as I remember, my memory is as good as Ghajni, so pardon me if I forget your favorite movie), plus I am not a 90s person(as I was still a kid), so I might have missed out many movies.
List is random, and does not mean anything with the order.
Aashiqui: Aashiqui is not exactly a great movie, even a good romantic one, but what work for the movie is its music which is truly amazing and the character of the Anu Verghese, she is adorable and so I wanna hug her type.
Dil: Dil is romance plus comedy plus melodrama. Madhuri and Aamir have very good chemistry, anyone who says Aamir is bad at romance/chemistry with co-star should watch this movie. Songs were fine, but "Mujhe Neend Na Aaye" is something else.
Saajan: Sanju and Madhuri ruled this movie with able support from Sallu. The songs are great, movie is bit melodramatic at some points, still a good watch.
Kabhi Haan Kabhi Naa: One of my personal favorite movie in the list and movie itself is a classic IMO, a failed romantic movie where SRK was at his best. The character Sunil was refreshing in Hindi cinema. A realistic story compared to the cheesy 90s movies, this movie remains SRK's best in romance genre IMO.
Lamhe: Watch this movie to understand why Sridevi is considered the greatest main stream actress ever, she absolutely nails it in this movie. This movie is more of a drama than romance, but the romantic undertone is quite visible and Anil and Sridevi nails it. I still don't understand how a movie this good was a box office failure, maybe it was well ahead of its time.
Hum Hain Rahi Pyaar Ke: Aamir-Juhi with bunch of kids is always gonna be a classic. Although movie is a balant copy of Houseboat, still I prefer this one over the original. Although calling it a total romantic movie will be wrong, as it is more of a comedy, still this is my list and I do what I want to do😆, just kidding. The movie has romance oodles of them, also the song "Mujhse Mohabbat Ka Izhar" is brilliant., actually all songs are excellent. Also Vyjayanti the character is amazing.
1942: A Love Story: If not anything, just the songs of the movie make it one of the best romantic movie ever in history of Indian cinema. Manisha Koirala looked and acted like dream in the movie. I loved her role.
Hum Aapke Hain Kaun? and Dilwale Dulhania Le Jayenge: Okay these lists without HANK or DDLJ will look like I am trying to be too idiosyncratic or idealistic or whatever, in simple words, trying to show I am better than the rest.
Did I liked DDLJ and HANK? Yes I bloody did, crucify me. I know there is a trend in IF to trash mainstream classics and sometimes terribly overrate off-track movies (sometimes deservingly and sometimes not). But whether you like it or not, HANK and DDLJ were classic romantic story will be remembered as long as bollywood is there. Raj-Simran and Prem-Nisha are iconic romantic characters.
Rangeela: Another of my personal fab, Rangeela is one of the realistic love story in the list, and maybe one of the best movie overall in the movie. Aamir's portrayal of Munna is excellent, Urmila and Jackie are also good as always.
Jo Jeeta Wohi Sikandar: Okay this movie is more a coming of age/sports drama, but the romance is there whether the passionate yet fake romance of Sanju-Devika or cute innocent love of Ratan-Kalpana or the friendship love track between Sanju-Anjali, plus "Pehla Nasha" is the ultimate school boy/girl love song.
Raja Hindustani: The movie was cheesy and Karishma's "Raja" was bloody annoying, but the story of a of a taxi driver from a small town who falls in love with a rich girl is an ultimate clinched romantic plot. And the movie is really engaging especially during the romantic track of Raja-Aarti.
Hum Dil De Chuke Sanam: Salman and Aish look the best together, whatever freaking happened in real life, fcuk it, here are we talking about reel life. Their chemistry is amazing. Although movie graduauly changes into a conflict between love and loyality, still the early track of Nandini-Sameer will be one of the most romantic moments in the history of Indian cinema.
Dil Hai Ke Manta Nahin: Well "It Happened One Night" is one of the finest romantic movie ever made, pick its storyline and insert some of the best romantic tracks in BW history and voila you will have a nice romantic comedy like Dil Hai Ke Manta Nahin.
Pyaar Liya Toh Darna Kiya: One of my personal favorite, the love track between sallu-kajol is cute, and that background music ia my one of the favorite.
And yes I have not included Kuch Kuch Hota Hain and Dil Toh Pagal Hai, because I don't like them.
Also Khamosi is one of my favorite movies but it is more of a drama than romance imo.
