Its not about order of saving.. Salman never saves according to the number of votes, he randomly does that. Its about giving a chance to the most unproductive contestants hence wasting the votes. Had Suyush or Rochelle left today, there would have nominations and another undeserving HM would have left. This is the crux of BB. Sadly, they have disappointed hundreds of voters who voted for their fav. Plus, I dont think Suyesh would make much of a difference in one week if he hasn't in ten weeks.
