Just implement a simple three tier rating system for films:

Children: 14 years and under

Teenagers-Young adults: 15-24 years old

Adults: 25 years old and up

Films rated for children should be completely clean

Films for adults can include swearing, nudity, violence

Films for teenagers-young adults can contain mild violence and sexual innuendo but no nudity
