Falaq, 'Saam, daam, dand, bhed' means 'by all means, in that stated ethical order'.

Saam is gentle truthful persuasion.
Daam is favours or bribery or inducements.
Dand is force - punitive or otherwise.
Bhed is underhanded means.

And that 4-options ethical order of conflict was applicable by all to achieve whatever ends they hope to attain - it's not just for use by the good guys.
It's like during the Mahabharat war, rules were transgressed by both sides when they thought it necessary.
It's just that you should not use underhanded means without *first* considering if you might attain your objective by the other three methods. If you consider and think none of those are likely to work, then you can opt for the last. That's the ideal consideration that is presumably advocated.
