Why was Raman so surprised?

When I saw Shagun dressed like an escourt & Raman so shocked by it I was surprised. Didnt this woman leave her husband & kids behind to go live with a rich man. Why so surprised Raman. Shagun has done this before. Remember she sold herself to rich man Ashok Khanna before. Why is Raman so concerned for her if she found herself another rich man to support her. He couldnt change her character before. The NGO track looks stupid.
