ANSWER : Dedalus Diggle

Discerning excitement in the beginning was met with a disapproval,

After Voldy's first fall , the whole wizarding community was celebrating the boy who lived , there was a downpour of shooting stars in Kent to celebrate the first downfall of Voldy , Diggle was suspected to be behind this reckless behavior & Minerva McGonagall disapproved the behavior since it could easily be seen by the muggles.

But reasoning made it seem all the more reasonable .

However, Albus Dumbledore tried to reason with McGonagall & justified Diggle's behavior by saying "We've had precious little to celebrate for eleven years."

The joy at being addressed could barely be concealed,

Diggle offcially met Harry at the Leaky Cauldron & his joy at being addressed by the boy who lived was all too obvious.

Past incident was never forgotten as it was revealed.

Harry had met Diggle many times before officially meeting him at the Leaky Cauldron, Diggle used to bow to Harry whenever their paths crossed in the muggle world ( resulting in a panicked Aunt Petunia 😆 ), moreover , when Harry was officially introduced to him in the Leaky Cauldron , Harry brought up the past encounters much to the surprise of Diggle.

Goofed up while breaking the ice,

This happened when Diggle tried to break the ice with Vernon Dursley by talking about cars ; he & Hestia Jones came to escort the Dursleys to safety before Harry turned 17 & the protective enchantment around their house broke. Diggle asked Vernon if he knew how to drive a car since he himself finds it very complicated leading to Uncle Vernon's serious lack of faith in the safety arrangements. 😆

Came to aid of the chosen one not once but twice .

Diggle was also a member of the Advance Guard which escorted Harry from Privet Drive to 12 Grimmuald Place , after that he came to escort Harry's only known/living muggle blood relatives to safety before Harry set off to his dangerous mission .

I thought it was pretty easy since the riddle lines were in itself a huge giveaway , especially "the joy at being addressed" line as mentioned by Ushoshi .. only tricky part was , getting the names of minor characters such as 'Anthony Hopkins' ,'Didalus Diggle' etc could take a while ..

Riddle No.2

I inhibit magical as well as muggle world,

I catalyzed an interaction which led the truth to be unfurled.

Most important things could be accomplished under harmony,

There is a thin line between bribery & common courtesy , I am a testimony.

I facilitated a plan , too little too late -it was realized,

I proved to be just as dangerous as I am sweet , for I am crystallized.

^^ Just cooked it up , this one is very very easy , should be solved in just one guess... 😆

Thanks Avie , i took a break from riddles thread post season 5 , i have actually lost touch with the entire potter world , so i got a lot of catching up to do first .. 😆
