I think each state will have some special force groups for security. Also we have border security and Rajasthan is an Indian border state. Other elite groups will be based in national capital and few other cities. They will be called for rescue operations when there is a threat within the country. But in serial they didn't show any of these. We don't know whether they were contacted or not. The focus was on Shiv and he was standing with Rajeev and controlling the operation. They wanted to end his character hence made him superhero leaving behind other personnel.
