Yes, poverty eventually leads to lack of food and basic needs which will push people to commit crimes to feed their family.

No even the rich commit rapes and murders. I think its the slow criminal justice system which leads to these crimes...everyone rich or poor know they can get away. When they see icons like political leaders, actors cook a snook to the the law it percolates down to everyone.

Not really. Poverty is just an excuse. The non existence of fear (cause of poorly functioning and corrupt justice system) seems to be main reason coupled with age old culture and traditions.
