Even if the Modi's got the CC TV camera fixed in the beginning itself it wouldn't have been any better. They did not take any action against Radha for doing all the things mentioned even when they were discovered later and more so when she kidnapped the children they could have simply sent her to Jail.

Whether they have CC TV cameras or even if Radha does everything right in front of their eyes they are not going to do anything to her.
