A question about second marriage in islam

I thought that the first wife needs to give permission for second marriage then only the man can marry second time...if thats the case then zeenat cannot give that permission then how come sahir is proposing...

Yes the first wife should gibe permission first then the nikah will be valid
But sahir is not marrying her yet he only proposed to make zakki away from her

No Islam rule is different from Hindus there is no rule as such if so why sahir proposed her and alvira planned to get them hooked .
Why I feel zeenat already divorced sahir only proceedings were pending .
