There were so many loyals for jalal in palace but he trusted only atgah, he had doubt on all the people but could not figure out who that exact person is, so he continued the drama till end so that real culprit comes in open so maham exposed,

so it means he doubted cheapu, adham, ruqu, and even todarmal and man singh.

I think he doesn't want to take risk by involving more people.

lets see who all he doubted...i hope he trusted man singh and todarmal at least,maybe he couldn't tell them everything,but atgah is like his father...and he needed someone to act like his wingman...mansingh ko batata toh he might have told jodha and todarmal se atgah is more in tune with jalal...so i guess he choose jalal.
