why A listed actror/actresses dont do horror movies?

Madhuri DIxit starred in a great horror movie in 1991: 100 Days.

Could Nagin be called a horror movie for Sridevi?

Bollywood hasnt been the best example when it comes to horror. In the 2000's We've had actresses like Bipasha, kangana and urmila doing films like Raaz and Bhoot. Those are the only movies that people have mostly liked when it comes to horror and has a-list actresses. 1920 the first part was okay buy it didnt have any a listers.

Ironically the actors who have done successful horror movies haven't found a career in BW..like Tia Bajpai has done two movies both horror (Haunted 3D & 1920 evil returns) Both were successful, yet her carer did not take off. Similarly Rajneish & Adah Sharma who were part of successful 1920 dint get much recognition.

Yeah there is serious dearth of good movies in the horror/thriller genre in bollywood! The ones being made are all C-grade. I think it's a risky project & most Indians like romantic movies. Only directors who are into horror are RGV & that Ramsays & I doubt none of the A-listers want to work with them at the moment. Bhoot actually was a good movie, Urmila was outstanding in it.
