Hero is not secure enough in heroine to tell her to romance another guy

Why is Paro being so comfortable with Shantanu ? She maintains a proper distance from Sumer and Samrat, so why this closeness to safety personnel ? Okay, to arouse Rudra's jealousy and other things, yeah, I got it 😆
